Case Study: Modernizing Cyber-Compliance Training
Project Overview
Objective: Transform a legacy 2021 POAM (Plan of Action and Milestones) training—originally a narrated YouTube PowerPoint—into a SCORM-compliant, interactive e-learning course. Timeline: 30 days. Deployment: Client Learning Management System (LMS).
The Challenge
The legacy format created significant operational and legal risks:
- Accessibility: Non-compliant with Section 508; lacked transcripts, alt-text, and screen-reader support.
- Technical Barriers: Firewall restrictions on Government Furnished Equipment (GFE) often blocked access to YouTube.
- Zero Accountability: No automated tracking; relied on manual emails for completion credits.
- Static Learning: Passive delivery with no knowledge checks or alignment with current departmental goals.
The Solution
As the Lead Instructional Designer, I managed the full redesign lifecycle:
- Custom Development: Built a responsive architecture in Adobe Captivate, replacing the static PowerPoint with interactive triggers.
- SME Collaboration: Partnered with IT Cybersecurity leads to refresh technical content and ensure accuracy.
- LMS Integration: Exported as a SCORM package to enable automated tracking, reporting, and data integrity.
- Compliance Engineering: Integrated closed captioning and screen-reader optimization to meet Section 508 standards.
- Strategic Analysis: Conducted a leadership survey to identify and remove obsolete content, ensuring the training met real-world workforce needs.
Results & Reflections
- Success: Resolved all accessibility and tracking gaps within the aggressive 30-day window.
- Insights: Future iterations will include a longer SME review cycle and a secondary post-launch feedback loop to improve stakeholder engagement (currently 42%).
